Here's the AI policy debate in one weekend: the President of the United States says go faster, and the CEO of one of the world's most valuable companies says go carefully. Both of them think they're protecting humanity. Only one of them is worried about China.

President Donald Trump said the U.S. shouldn't slow its AI development, arguing that "whoever wins with AI wins" and that maintaining America's lead over China matters more than added regulation, even as Microsoft Corp. (NASDAQ: MSFT) CEO Satya Nadella and other industry leaders push for more careful, deliberate progress toward superintelligence.

'Whoever Wins With AI Wins'

When asked whether the AI industry should slow down or face more regulation, Trump told reporters during a trip to his Doonbeg golf course in Ireland on Sunday that the U.S. remains the "most sophisticated country in the world" in AI and needs to keep that edge over China.

"You have a lot of negative forces that are bringing it up that shouldn't be bringing it up," Trump said, adding, "they're bringing up things that won't happen," while acknowledging guardrails could still be added.

Nadella Says Speed Must Come With Guardrails

In a post on X on Sunday, Nadella said any pursuit of superintelligence must be "grounded in the core principle that if the AI we build is not helping humanity and under human control, it's not worth pursuing."

He said this requires "a frontier ecosystem in which both closed and open-source models can thrive," arguing that oversight "cannot be controlled by a handful of entities" and instead needs "broad representation across the ecosystem, countries, and fields, including academia."

He added that Microsoft welcomes "the research, focus, and deliberate pacing needed to get alignment right as the design goal," and is publishing a "Code of Conduct" for its own AI models for public consultation Monday.

Other Industry Leaders Are Sounding Similar Alarms

Space Exploration Technologies Corp. (NASDAQ: SPCX) CEO Elon Musk has repeated his warning that "AGI is significantly higher risk than nuclear weapons," while Anthropic's Dario Amodei has called for the industry to "pace the frontier," a position backed by OpenAI's Sam Altman.

Amodei has called China the "toughest dilemma" in his push for an industry-wide slowdown, telling CBS News on Sunday that the "incentives to pull ahead" and the military advantage tied to AI progress make a coordinated global speed limit difficult, though he said, "we should try."

Zuckerberg Signals a Different Approach

However, Meta Platform Inc. (NASDAQ: META) CEO Mark Zuckerberg, in a July Wall Street Journal op-ed, said that superintelligence should be broadly distributed to individuals rather than concentrated among a handful of institutions, saying that putting powerful tools directly in people's hands, rather than centralizing control, has historically been how humanity makes its biggest leaps forward.

He argued that widely available superintelligence would ultimately create more jobs and a more entrepreneurial economy, not fewer opportunities.

Last week, Meta unveiled Muse, a personal AI agent that takes on tasks directly, handling things like emails, travel bookings and purchases on a user's behalf.

Price Action: On Friday, Microsoft closed 0.65% higher at $495.63 and fell 0.17% in after-hours trading.
