When members of Congress trade stocks, retail investors pay attention. And when they sell a lot, it raises eyebrows. One lawmaker who's been doing a lot of selling lately is Rep. Kevin Hern (R-Okla.), whose recent disclosures show a clear bearish tilt.

Congressman Unloads Stocks
- Sold $50,000 to $100,000 in Procter & Gamble (PG) stock
- Sold $15,000 to $50,000 in Microsoft Corp (MSFT) stock
- Sold $50,000 to $100,000 in Home Depot (HD) stock
The rest of the transactions were mostly in the $1,000 to $15,000 range.
This isn't a one-off. Hern has been selling stocks throughout 2026, while his purchases have been almost entirely government securities. According to data from Quiver Quantitative, Hern has now made $7.06 million in sales and just $1.11 million in buys so far this year.
While one congressman's trading doesn't necessarily predict the market's direction, it's worth noting when an elected official with a pulse on the economy is consistently dumping equities. It could signal a belief that stocks are overvalued or that headwinds are ahead.
Hern's Trading History
Hern isn't a casual trader. Since 2018, he's made 931 trades totaling $138.5 million, according to Quiver Quantitative. That puts him among the most active members of Congress when it comes to buying and selling securities.
His trading pattern has varied by year. In 2021 and 2022, he was more of a buyer. But in 2020, 2023, and 2024, sales dominated. His busiest year was 2020, when he bought $4.57 million and sold a whopping $53.22 million.
Last year, Hern had $7.68 million in buys and $5.17 million in sales, showing a more balanced approach. But 2026 has flipped that script, with sales far outpacing purchases.
Given his high dollar volume, Hern is a name worth watching for anyone tracking congressional trading activity. Whether his recent selling spree is a signal or just portfolio rebalancing, it's certainly notable.
