The Deal Terms
NABEP, already Venezuela's second-largest private oil operator, is giving the U.S. Department of War's Office of Strategic Capital a 35% equity stake in its parent company—at no cost. That's right, free equity. The State Department also secured the right to buy 20% of all future output at production cost, plus a right of first refusal on the remaining 80%.
But it doesn't stop there. The U.S. gets veto power over NABEP's board, and a majority of that board must be American citizens. NABEP, for its part, has committed to investing $100 billion in new oil infrastructure. That's a lot of money, but with 65 billion barrels in play, the potential upside is enormous.
Trump's 'Biggest Oil Deal In World History'
Trump first announced the agreement on Friday, calling it "the biggest oil deal in world history." He said the oil would help refill the Strategic Petroleum Reserve, describing it as a "gift" from Venezuela to the American people. Framed as Reasserting the Monroe Doctrine
The White House's fact sheet notes that many of these fields were previously controlled by Russian or Chinese firms. They're framing this deal as a reassertion of the Monroe Doctrine in the Western Hemisphere—a clear signal that the U.S. intends to keep its influence in the region.
NABEP is expected to pay roughly $200 billion in royalties and taxes to Venezuela over the next 25 years. The White House describes this as part of a broader plan for "stabilization, reconstruction and democratic transition." So, it's not just about oil; it's about reshaping Venezuela's future, with American interests at the helm.
