Illinois is taking a tougher stance on insurance companies. Governor JB Pritzker signed a new law on Tuesday that gives state regulators more power to review and challenge rate increases, a move aimed at protecting residents from what he calls excessive premiums and unfair pricing.

The legislation, which includes HB 4273 and SB 714, is designed to bring more transparency, fairness, and accountability to the state's home and auto insurance markets. In a post on X, Pritzker didn't mince words: "Families deserve fairness from even the most powerful corporations."

He went on to say, "During a nationwide affordability crisis, Illinoisans have demanded answers, transparency, and relief to help them make ends meet. We are responding in Illinois."

In a video accompanying the post, Pritzker explained that the law requires insurers to file rate information with the Illinois Department of Insurance. That gives regulators the ability to review increases and push back if they think the hikes are unjustified. "It's not asking too much to say to insurance companies, if you're telling your customers that rate hikes are necessary, you should be able to prove why," he said.

The law also prohibits insurers from charging premiums that are "excessive" or based on terms that are "inadequate or unfairly discriminatory." Regulators now have the authority to object to rate increases and stop residents from paying higher costs tied to losses outside the state. Pritzker framed this as a common-sense measure, noting, "This isn't some radical proposal. It is authority that regulators in every other state in the country have exercised for years."

The move comes amid growing concerns about rising insurance costs nationwide. A recent Mercer report projected that health benefit costs per employee would jump 6.7% in 2026, reaching at least $18,500, the largest annual increase in 15 years. The report also suggested that many employers could raise deductibles, copays, and employee premium contributions to offset those costs.

Lawmakers and business leaders are weighing in on the broader affordability crisis. Rep. Tom Suozzi (D-N.Y.) argued that political distractions have shifted attention away from healthcare affordability. He criticized President Donald Trump for moving focus away from rising premiums and highlighted congressional efforts to extend premium tax credits aimed at lowering costs.

Entrepreneur Mark Cuban also chimed in, criticizing the healthcare system for high costs, industry consolidation, and flawed incentives that hurt patients and employers. He said many Americans struggle with deductibles and argued that large healthcare companies exploit system rules while increasing costs.

For Illinois residents, the new law is a direct response to the pain of rising premiums. Whether it will bring relief remains to be seen, but Pritzker is clear about the message he wants to send: insurance companies should be ready to justify their rate hikes.
