Here's how budget fights get messy: Bernie Sanders and a group of Senate Democrats are trying to claw back $75 billion in immigration enforcement spending and put it toward healthcare instead. The amendment targets funding increases for Immigration and Customs Enforcement that were part of President Donald Trump's recent spending package.

The Budget Battle Lines
Sanders announced Saturday on X that he's introducing an amendment to "cut ICE's $75 billion funding increase and use those funds to restore health care cuts in Trump's 'Big Beautiful Bill.'"
Sen. Elizabeth Warren put the numbers in perspective: the Department of Homeland Security got $190 billion under the bill, with $75 billion specifically earmarked for ICE. Warren argues that massive spending boost came directly at healthcare's expense, pointing to impacts on millions of Americans and contributing to rural hospital closures. "Congress can — and must — claw that money back," she wrote.
Sen. Mark Kelly voted against the DHS funding entirely, saying ICE needs to be "reined in and overhauled." He reminded constituents there's another vote coming in two weeks: "Keep calling your senators and representatives to tell them this chaos cannot continue."
Sen. Ed Markey took the hardest line, calling for ICE to be defunded or abolished outright. "Anyone who supports funding DHS and ICE is supporting the murder of Americans," he said.
Rep. Sydney Kamlager‑Dove criticized the law as "spending our tax dollars to trample on our freedoms, murder U.S. citizens, and terrorize immigrant communities," demanding the $191 billion DHS funding be rescinded.
Shutdown Threats Loom Again
This isn't happening in a vacuum. President Trump blamed Democrats for the recent partial government shutdown, warning it could shave 1.5 points off GDP and criticizing the opposition as politically motivated.
Sen. Ted Cruz predicted another shutdown is "100%" certain, tied directly to this ICE funding dispute. Republicans are prepared to shut things down if their demands aren't met, though Cruz noted the impact would be smaller this time since some departments already secured funding.
Senate Minority Leader Chuck Schumer drew a hard line too, vowing to block any Homeland Security funding bill unless it includes major immigration enforcement reforms. His position hardened following the fatal shooting of Minneapolis nurse Alex Pretti by a Border Patrol agent. Schumer said administrative fixes won't cut it—Congress needs to act, and he's calling for bipartisan cooperation to get it done.
The next vote happens in two weeks, which means this fight is just getting started.
