Nearly 10 minutes of recorded audio from donor meetings last year show the Texas Republican delivering sharp warnings about President Trump's trade policy and taking aim at Vice President JD Vance in ways that don't exactly match his public cheerleading.

Economy at Risk, Cruz Tells Donors
According to the recordings obtained by Axios, Cruz painted a dark picture of what Trump's tariffs could do to the economy. He warned about potential market crashes, rising prices for consumers, and the kind of economic pain that shows up in retirement account statements and grocery bills.
This matters politically, Cruz argued, because voters with shrinking 401(k)s tend to vote differently. He told donors that prolonged economic damage could hand Democrats control of Congress in 2026 and subject Trump to endless impeachment battles.
Cruz also recounted a late-night phone call with Trump shortly after the tariffs were announced in April 2025. He and other senators apparently tried convincing the president to change course. It didn't go well. "Trump was in a bad mood," Cruz told the group, describing the president as angry and combative during the exchange.
The recordings were provided to Axios by a Republican source, which tells you something about the internal dynamics here.
Taking Shots at Vance and Carlson
Cruz spent considerable time in these sessions going after Vice President Vance, framing him as part of a faction aligned with conservative commentator Tucker Carlson that's pulling the administration away from traditional Republican foreign policy.
The senator positioned himself as the free-trade, interventionist conservative in contrast to what he described as Vance's skepticism toward American involvement overseas. Cruz even accused Vance and Carlson of orchestrating personnel moves, including the removal of former national security adviser Mike Waltz. "Tucker and JD took Mike out," he told donors, suggesting the pair pushed out officials they viewed as too hawkish on Iran or too supportive of Israel.
India Trade Deal Becomes Flashpoint
Cruz also described clashing with the White House over pursuing a trade agreement with India. He named economic adviser Peter Navarro and Vance as roadblocks to the deal, along with Trump himself at various points.
For someone positioning himself as a potential 2028 presidential candidate, these recordings offer a preview of how Cruz might differentiate himself from the current administration while still claiming loyalty to it.
The Official Response
Naturally, Cruz's spokesperson told Axios that the senator remains the president's strongest ally in the Senate and regularly fights to advance Trump's agenda. Carlson denied involvement in the personnel decisions Cruz described. The White House, Cruz, and Carlson did not respond to requests for comment from MarketDash.
