More than $1.4 billion is riding on US midterm election outcomes, and prediction markets Kalshi and Polymarket have become an alternative gauge of political risk for investors. But after a series of high-profile forecasting misses, their latest predictions face a crucial test as voters head to the polls on Tuesday.
The platforms have assigned Democrats roughly a 73.5% probability of winning the Senate, raising questions about whether investors should use these odds to anticipate shifts in sector leadership. A change in congressional control could influence everything from clean-energy incentives and healthcare costs to defense spending and technology regulation.
Clean Energy ETFs Could Be Early Beneficiaries
A Democratic-controlled Congress could improve the outlook for renewable-energy companies by preserving climate-related incentives and challenging efforts to roll back emissions regulations.
The iShares Global Clean Energy ETF (ICLN) and Invesco Solar ETF (TAN) offer direct exposure to this theme through renewable-energy and solar companies, respectively. A shift in congressional control could improve sentiment toward these industries, particularly if investors begin pricing in a lower risk of further policy reversals.
However, any potential gains would depend on whether Congress can translate political priorities into legislation. President Donald Trump's veto power remains a significant obstacle.
Healthcare ETFs Face a Mixed Outlook
Healthcare could also attract attention. A Democratic majority may intensify congressional scrutiny of prescription drug pricing, healthcare costs and Medicare Advantage.
The iShares U.S. Healthcare ETF (IYH) provides broad exposure to pharmaceutical companies, healthcare equipment manufacturers and service providers. Meanwhile, the iShares U.S. Healthcare Providers ETF (IHF) offers more concentrated exposure to healthcare delivery businesses and insurers, making it particularly relevant to potential changes in reimbursement and insurance policy.
The sector has already rallied considerably. Reuters reported that the S&P 500 healthcare sector had gained more than 19% in 2026, making it the second-best-performing sector behind energy. This raises the possibility that some positive expectations are already reflected in valuations.
Defense and Semiconductor ETFs Could Face Scrutiny
A Democratic victory could also bring renewed scrutiny of military spending and AI infrastructure investments.
The iShares U.S. Aerospace & Defense ETF (ITA) provides exposure to major defense contractors that could face greater congressional oversight over military budgets and procurement. Nevertheless, the ongoing Iran conflict and robust defense backlogs could support industry demand regardless of election outcomes.
Technology investors have another risk to consider. A Democratic-controlled Congress could increase scrutiny of AI development and data-center expansion, potentially weighing on semiconductor and infrastructure companies.
The iShares Semiconductor ETF (SOXX) offers exposure to semiconductor manufacturers and equipment companies that could be affected by any slowdown in AI infrastructure spending. However, regulatory scrutiny does not necessarily mean AI investment will decline, particularly given the administration's influence over federal policy.
Should Investors Trust Prediction Markets?
Kalshi and Polymarket have attracted institutional backing and media partnerships, but recent forecasting errors complicate their credibility.
Their odds significantly underestimated the chances of unexpected outcomes in Brazil's presidential election and several US primaries.
Reuters also noted that a Democratic sweep could produce congressional gridlock rather than an immediate policy overhaul, given Trump's veto powers.
The discrepancies highlight that market-implied probabilities are not guarantees, particularly when liquidity, information gaps and speculative positioning can distort prices.
Investors should therefore treat prediction-market odds as one input alongside polling, legislative developments, earnings expectations and ETF fund flows.
A Democratic victory could trigger sector-specific reactions, but it does not automatically make clean-energy ETFs winners or technology ETFs losers. Much will depend on how much of the outcome is already priced in.
