Circle Internet Group Inc. (CRCL) shares are jumping on Friday after the company got the final nod from the Office of the Comptroller of the Currency (OCC) to set up Circle National Trust, a federally regulated national trust bank. The stock was up about 13% in premarket trading.
The charter is a big deal for the stablecoin issuer. It lets Circle offer institutional digital asset custody services and sets the stage for managing USDC reserves under federal oversight. Circle says the approval builds on its global regulatory licenses and expands its regulated digital asset infrastructure.
By operating within the U.S. trust banking framework, Circle will have to safeguard client assets under fiduciary standards—think safety, transparency, and regulatory oversight. It's a stamp of legitimacy for a company that lives at the intersection of crypto and traditional finance.
The Technical Picture Isn't Pretty
Despite the rally, Circle's stock is still in a rough spot. It's trading about 2.8% below its 20-day moving average of $72.92, nearly 24% below its 50-day SMA of $93.23, and about 26% below its 200-day SMA of $95.62. The longer-term trend turned bearish in June when the 50-day crossed below the 200-day—a classic death cross.
But there's a glimmer of hope: the MACD has moved above its signal line, which suggests selling pressure might be easing. The stock is trading in a wide 52-week range of $49.90 to $262.97, with immediate resistance near $77 and support around $65. Over the past 12 months, Circle is down nearly 69%.
What Analysts Think
Analysts are still bullish on average, with a consensus Buy rating and a price target of $116.08. But recent moves show some caution:
- Goldman Sachs kept a Neutral rating but cut its price target to $96 on July 2.
- Compass Point upgraded the stock to Neutral but lowered its target to $55 on July 1.
- Susquehanna started coverage with a Neutral rating and a $69 target on July 1.
So while the OCC approval is a positive catalyst, the stock still has a long way to go to win back investor confidence.
