The U.S. Treasury just made things slightly less complicated for anyone eyeing Russian oil assets. On Friday, the department issued licenses allowing potential buyers to negotiate with Lukoil (LKOH) about purchasing the company's foreign holdings through December 13.
This is what strategic sanctions policy looks like in practice. Last month, Washington slapped sanctions on Russia's two biggest oil companies—Lukoil and Rosneft (ROSN)—to squeeze Moscow's war financing in Ukraine. Those sanctions immediately complicated life for Lukoil's foreign operations, which pump out roughly half a percent of the world's oil. Now Treasury is threading the needle: keeping pressure on Russia while letting Western companies potentially acquire those assets.
The Fine Print on Asset Sales
The authorization covers negotiations for Lukoil International GmbH and any entities where LIG holds at least 50% ownership. But here's the catch—negotiations are just the starting line. Any actual deal requires separate approval from the Office of Foreign Assets Control, and sale proceeds must land in blocked accounts under Russian sanctions regulations. In other words, Lukoil can sell, but it can't actually access the money.
According to Reuters, private equity heavyweight Carlyle is already circling these assets. The firm reportedly plans to secure a Treasury license before diving into due diligence, which is the sensible order of operations when dealing with sanctioned Russian entities.
International Fallout Continues
The October sanctions sparked immediate reactions across the globe. Ukrainian President Volodymyr Zelenskyy pushed Washington to go further, calling for restrictions on Russia's entire energy sector. The European Union rolled out its own package targeting Russian energy, finance, and shipping—including a ban on liquefied natural gas imports.
China, predictably, wasn't having it. Beijing denounced the U.S. sanctions as lacking any basis in international law, continuing its pattern of opposing Western restrictions on Russian energy flows.
